Raising the bottom line of the lowest strata of society is not merely an act of altruism but a strategic move that can significantly bolster economies of scale. Historically, we have seen that the prosperity of a nation is not solely dependent on the wealth amassed by its elite, but rather on the collective economic power of all its citizens. The richest kings have lesser when they hoard, but when the lowest strata of the least privileged raise their economic capacity, it will produce more possibilities including wealth and health for the higher strata. Lifting the least privileged can lead to broader economic growth.

As a base, rising the bottom line of the lowest strata of the people will bail out desperation and rage of the lower class which will root out crime. Crime is the ills and disease of the economic structure which will damage the morale and hurt the productive residents of all strata of the society. Social stability reduces the strain on law enforcement and judicial systems, allowing resources to be redirected towards more constructive endeavors. It removes the distractions and disruption to progressive works and removes the inefficiencies of society as the people are enabled to put all their mental energy into motivated progress. A more equitable distribution of wealth fosters societal cohesion and a sense of collective responsibility. When everyone has a stake in the prosperity of the nation, there is greater social harmony and cooperation. A conducive state of social condition enhances the quality of the human resource as the fundamental resource that will enhance the refinement of the resource extraction, refinement and processing to produce fine works of the human society. Raising the quality of education, healthcare, and social welfare programs for the least privileged enhances the overall human capital of the civilization. A healthier, more educated workforce is more productive and adaptable to technological advancements. Raising the bottom line of the lowest strata of the people will raise the economies of scale in terms of both quality and quantity.

Better homes and schools, less jails.

When individuals in the lowest economic strata experience an increase in access to resources, they are more likely to spend it on essential goods and services. This surge in consumer spending creates a multiplier effect, stimulating demand across various sectors of the economy. As a result, businesses thrive on a more dynamic economic engine, leading to job creation and further economic expansion. When people have more means and economic facilities to invest and work their ventures, innovation flourishes. Diverse perspectives and experiences from all segments of society fuel innovation and creativity, driving progress in various synergistic and symbiotic fields.

These new businesses not only contribute to economic growth but also foster pluralism, driving efficiency, productivity and possibilities in the product and services creation. Through which out of the pluralism, possibilities will flourish, and out of these possibilities, there can be a higher rate of excellence, especially when experiments are observed, built upon, and evolved within each other. As the purchasing power of the lowest strata increases, there is a growing demand for higher quality products and services. This incentivizes businesses to invest in research and development, improve product standards, and innovate to meet the evolving needs of consumers across all income levels. Consequently, industries become more progressive and efficient, driving overall economic growth.

When humans are helping other humans, we need to design an experience that they can see the effects of their contribution for themselves.

Resource-Based Economy

Jacque Fresco presented compelling arguments that challenged the conventional notion of progress through wasteful competition and warfare. He advocated for a more progressive approach that prioritizes cooperation and resource management over human conflict and destruction. Fresco emphasized that the Earth’s resources are finite and should be managed efficiently to meet the needs of all inhabitants. In times of economic depression or war, resources are often squandered on destructive endeavors and destruction of human construction efforts instead of being utilized for the betterment of society. He argued that this misallocation of resources perpetuates poverty, inequality, and environmental degradation which further impedes human progress and perpetuates misery. We see irreparable environmental damages from chemical damages, such as Agent Orange, of ancient forest canopies, nuclear contamination and pollution due to war infernos due to wars.

Fresco envisioned a future where technological advancements are harnessed for the betterment of humanity rather than for warfare. He advocated for the development of sustainable technologies that address pressing global challenges such as climate change, resource depletion, and poverty. By focusing on innovation and collaboration, Fresco believed that we can achieve unprecedented levels of prosperity and well-being for all, especially when humanity is empowered to cross Technological Singularity.

One of Fresco’s central concerns is the waste of human lives and potential caused by wars and conflicts. He argued that the resources spent on military endeavors could be redirected towards education, healthcare, infrastructure, and other essential services that improve people’s quality of life. By innovating on engineering human symbiosis and fostering efficient synergetic cooperation, Fresco contended that we can cross into the higher stage of human civilization.

This behooves a fundamental paradigm shift in societal values and priorities. Instead of glorifying competition and militarism, we need a cultural shift towards cooperation, empathy, and sustainability. This transformation would require rethinking traditional economic systems based on profit and exploitation and embracing alternative models that prioritize social welfare and environmental stewardship.

This has to scale to a global stage. Aside from mitigating regional conflict and instability, we would need a world where nations cooperate through a system of global governance, transcending national boundaries and differences, to address shared challenges and promote collective well-being.

The Prescription of UBI

Universal Basic Income (UBI) is a concept with both advocates and skeptics, and there are valid concerns about its effectiveness. There are also concerns about misuse and abuse of which requires careful consideration in the design and implementation of such programs. Indeed, UBI programs need to ensure that they effectively serve their intended purpose of improving the well-being of all citizens. There are under-addressed gaps to be re-worked.

Critics of UBI often argue that it could disincentivize work by providing a basic income regardless of employment status. They fear that people may choose to opt out of the workforce, leading to a decline in productivity and economic growth. Many arguments stated that homeless people would abuse the system to feed their decadence such as addiction, however, sociologists have examined that more often that it is homelessness that leads to addiction, instead of cases that lead to homelessness. Critics argue that UBI may not effectively target those who need assistance the most, as it provides the same amount of income to every citizen regardless of their individual circumstances which is the valid question.

Improvement: 
UBI programs must be designed in conjunction with sociological policies to promote not just for economic workforce participation and labor skills development, but to target the overall human quality as a holistic approach.

One of the most significant concerns about UBI is its efficient allocation. Providing a basic income to every citizen, regardless of their financial situation, would require a substantial amount of funding. Critics argue that the cost of implementing UBI could be prohibitive and might necessitate higher taxes or cuts to existing social welfare programs.

Improvement: 
Pilot programs could be implemented on a smaller scale to assess the feasibility and effectiveness of UBI in specific communities or regions. The financial re-work of UBI implementation will have to come from re-allocation of government taxes and revenue. This does not just touch upon the question of government efficiency but the question of government existing corruption. The initial condition of the government must be sane to start with. As this affects both the monetary and fiscal policy of the state, there has to be monitoring to mitigate possible inflationary pressures, as increased spending may drive up prices towards runaway mode for goods and services.

The cases where UBI can be misused and abused has to be known and addressed.

Domestic Abuse: In situations where one spouse controls the household finances, UBI could be misused by abusive partners to exert further control over their victims. For example, an abusive spouse may withhold or steal the UBI payments, leaving the victim without access to essential resources. There is also risks in corruption of the programs e.g. Women, Infants, and Children (WIC) program where resources may be corrupted, misallocated or diverted for other purposes, such as through requiring them at lower prices for cash to be stolen and ciphered, leading to the misuse of funds and the deprivation of resources for those in need, and the food will never reach the rightful targeted vulnerable people.

Domestic Misuse: There can also be inefficient spending due to poor decision making if direct cash is provided. This also implies the sanity and mental wellness of the individual. Mental fitness is also a subject of the ability of the individual to reason and plan prudently and judiciously. Some individuals may make poor financial decisions with their UBI payments, leading to inefficient spending on non-essential or harmful goods and services which will defeat the purpose and deplete the state resources.

Mitigation: 
1. Implementing safeguards such as direct payments to individuals rather than households, providing resources for financial literacy and empowerment, and offering support services for victims of domestic abuse can help mitigate this risk. There has to be effective, swift and severe measures to separate and isolate harmful subjects that can hurt the family. This does not matter if the subject has the intent to hurt or merely is incapable to avoid hurting the family or community because of behavioral defects.
2. Financial education and counseling services are an apology for the lack of education which should be well-designed for the people at their developing age. It is not a pardonable consolation which should not be a post-mortem patch. Guidance has to be provided if it comes to such lack, and it should be based on rationale to ensure the individual gets the basic needs of access to affordable housing, healthcare, and other essential provisions.3. Corruption and fraud at all levels of the distribution channel has to be examined and severely dealt with. If the cost of crime is too severe than the price of gaining it, such crime can be eradicated. New technology has to be invented, such as accountability mechanisms for regular audits and transparent reporting requirements, to detect and prevent corruption and fraud. This can be leveraging technology, such as blockchain or biometric identification systems, which can enhance the security and traceability of UBI payments.4. As Yuval Noah Harari suggested that instead of UBI (Income), we should have UBS (Services). For example, to deter misdirection of the resources, food should be provided onsite at consumption time, however, this also means there has to be transport provided.

There has to be also awareness throughout the society of what the un-served strata are really experiencing instead of biased generalization. The society has to be more empathetic and to be more proactive in gaining the understanding of the vulnerable populations, such as the elderly, people with disabilities, or those experiencing homelessness. This is also lacking in the willingness for the human society to understand what really led to those conditions. As sociologists are to lead this awareness campaign, such gravity must be given to it, such as to have such focus topics in the Presidential debate, which is disturbingly missing for decades. What the people focus and value must include proactive empathy to improve universal human conditions, and Universal Justice, not just parochial self-serving concerns.

From understanding to the analysis of the specific demographics, to the synthesis of the provision to ameliorate their conditions, it behooves an empathetic society as a fundamental foundation to resolve the condition. Therein, the culture of a more empathetic, hyperaware and intelligent society as a whole is needed as a prescription.

The reformation of UBI must be designed to complement existing social programs rather than replace them entirely. This covers the countermeasure against the potential ways in which UBI could be misused and abused.

A More Targeted Scheme Needed

Macro Socio-Economy of UESSAS

We are yet to see a sufficient `Star Trek Economy aka Trekonomics` scheme of the New Era Digital Economy (NEDE), hence, we are unsure how UBI is going to work. The UBI, by itself, does not address the human quality issue. We need to improve both the conditions of the human quality and the ecosystem that facilitates the human individual to be able to work out the `better of the versions of themselves`.

Fundamentally, we need to focus on how to:
* Scale up production and ensure Economies of scale
* Proliferate distribution network and supporting infrastructure
* Scale up efficiency
* Mass adoption and expand utility
* Scale up means to communicate and disseminate
* Sustainability
* Regulated growth with neutral audit on sovereignty
* Question the sovereignty of distribution

The hoarding of wealth by a few elites damages and holds back economic growth and innovation. It clots and blocks the economies of scale from happening.

Where the economy is not built for the poor, if the economy is directed to focus and pander on serving the obscenely wealthy, then we are headed toward a future where the rich are building bigger cruises, and soon they will have their own privately owned Space Station. This trajectory leads to a day when exclusivity will build Paradise of Elysium, heavenly enclaves in the skies like in the movie, Elysium (2013), casting away the ostracized poor as feed and waste to the predatory and hedonistic economy.

The governments need to invest in modernizing infrastructure, such as high-speed rails, advanced and advancing medicine, and education, not war industries and wasteful hedonistic entertainment placed before the survival of the vulnerable populations can be covered. Such pathological indulgence and negligence, even at the risks and cost of human lives, is and should be clearly a moral question to every individual.

Global governments must form an orchestrated “Lift the Giant” movement. Many countries’ potential are untapped. At the most basic case, there are un-examined comparative economic advantages. They have the resources to pay back, but they needed to be helped first. There has to be a determined plan to work on reducing child mortality and fighting diseases, such as to eradicate HIV and regional epidemics, as a globally shared ambition. The coalition has to be a orchestrated cross-border effort.

All governments and organizations have to be sincere and honest about how much GDP increased during the fiscal year that they will commit to uplift, empower and refine the conditions of the vulnerable populations. Given different economic freedom notions of global nations (there are about 200 countries in the definition of economic freedom today, albeit some countries appear and disappear with time), what is the percentage of income taxed by itself as part of the national budget for each country committed to help their own needy community? While this may seem obvious, notice that there is a massive neglect. Humanity has to return to their basic human values, and invest to solve real vital human distress.

Everyone must and will have their voices heard. To have this enabled, attestable identities must be established. The scheme must come with a technology to give people a voice to express, vote and conduct co-decision making. That is every single voice to be empowered to be made significant. Such a scheme must be supported by a technology to capture the essence of each individual intent into a design that can be realized into a well-directed and targeted provision. Therein, there has to be a system to create the technology to democratize any system by incorporating the means to give sovereignty back to the people.

This means that the technology is able to include any premises for the people to configure (Turing complete where possible) and vote cryptographically for the system(s) and service(s) to serve the people in the way most suitable. The simplest would be a fine-grained opt-in/out for privacy controls. This could be a form of system configuration based on smart contracts in distributed computing in an open inclusive decision-making. With a technology as such, it will empower individuals to participate in democratic decision-making processes universally and inclusively. This revolutionize the way decisions are made regarding UESSAS or and the allocation of tax money towards public goods.

Micro Socio-Economy of UESSAS

The fundamental living condition of the human must be uplifted, as well as the human quality to be refined, before the human can be self-sustaining. This is the fundamental principle of UESSAS. Merely providing income without directed motivation and well-condition of the personhood, education and moral care being the center of it, would not suffice.

From the gaps on what we learned from UBI, we need a more holistic paradigm. Therein, we need a scheme that directly addresses Maslow’s hierarchy of needs as a prescription. The scheme would be what we termed as UESSAS. UESSAS requires the active ingredient of dopamized motivation to set the stage, or it will fail without category. At the core, this is an evolved upgrade of our civilization.

The basis of UBI and UESSAS starts at the provision of Physiological Needs. The access to basic necessities such as food, water, shelter, and healthcare for all individuals must be declared inalienable human rights.

To provide for Safety Needs, the safety net requires to ensure personal and economic security for all citizens, including protections against discrimination, violence, and exploitation. While this may seem tautological, there are many societies that do not even have basic safety to walk with the peace of mind in the dark of the night. There can be no base of freedom or liberty, if we cannot even address the basic assurance of safety needs.

To extend further, governments need to invest in modernizing infrastructure and disaster preparedness facilities to mitigate risks and enhance resilience in times of crisis.

Psychological safety also means, we have to redesign our civilization on social safety nets and legal protections to safeguard individuals from financial instability, unemployment, and homelessness.

Vulnerable profiles from disabled people and struggling single parents, whether financially or emotionally, must be identified and covered. Global depression and suicides have been a neglected subject, and such epidemic has to be checked down now.

All these lower needs are dismally even lacking in the first world countries today, and we cannot use the term civilization, if we cannot even fulfill such basic human needs. The society has to be humane and human-centric. The economy and sociology must serve the people. If it does not, it is dysfunctional.

The provision is to develop a system that distributes Universal Basic Needs operating on a principle of mutual assistance: “help me to help you.” Encourage individuals to elevate their human qualities, propelling them towards a virtuous cycle akin to achieving escape velocity. It prioritizes cultural transformation over reactionary measures, emphasizing prevention over cure. By bailing out the draconian human conditions, this establishes an ethos of self-regulation to deter criminal behavior through communal vigilance and mutual care-taking.

The lower needs must be met, and we have to be determined to provide for the higher needs.

As we nurture the children, the same must be given to adults. All human need to be loved and have that sense of belonging and significance. We must set the ethos for inclusion and Universal Justice and empathy. All humans need to be cultured to be proactively empathetic and be proactive in outreach to create that virtuous cycle, such that not a single individual is left behind or neglected. This will deter any deviants left adrift to their grievances or left to breed their evil designs. Everyone can prevent the terrorism, domestic or created by needless war. We can break the cycle of Karmic tragedies by being aware of the sociologic dynamics of cause and effects.

To create a motivated and dopamized society, we should engineer Esteem Needs. This will direct the motif and motivation of the individual to be self-directed towards the higher sense of fulfillment for their Self-Actualization Needs than merely carnal pursuits or lowly vainglory. This calls for a redesign of a refined human through engineering their finer qualities of being a sentient being.

Identity is not what you are, not just who you are — but who you build to become. We discover, uncover, mine, build and refine new identities all the time. We find and make new connections. If this is seen as a loss of economic opportunity if they were to be excluded when the new engine is derived, those who want a share of the multiplier effect will come chasing to fund the scheme. For that segment of the audience, we have to articulate the value proposition, emphasizing benefits such as reduced transaction and operating costs, increased liquidity, and improved access to financial services that will drive up volume and market sizing which will be translated to higher gains and higher scale of gains for them.

To gather evidence to gain confidence, we have to start from the smaller scales and gear up the momentum, and keep gathering the proofs of RoI in the short and longer observed terms. Monitor and evaluate the impact of the UESSAS system on financial inclusion, poverty reduction, and other key objectives, and most important, show how it lead to economic growth. Collect data on adoption rates, transaction volumes, user satisfaction, and demonstrate the socio-economic outcomes in terms of the significance in both regional and global prosperity and sustainability.

With global collaboration, we can terraform and create new ecological industries in the desert. As the terraforming scaled up with its industrialization expansion, the demand of the industry can harvest energy to produce (1) fresh water, (2) energy for its own sustainability, (3) reforestation, (4) micro-green house farms and villages, (5) transport for sending out its produce, etc. Labor can be created under the scheme of UESSAS. As the residents have learned their new found lessons, they can be funded to teach their learnings globally, and induct more people into the specific projects under UESSAS.

With this shared global project, participant countries will find their RoI in their produce. For fairness and efficiency, a form of global decentralized token can be used as a form of currency. Such currency comes with a means of putting programmable intelligence into the old concept of money. Now the quantity of money comes with a contextual quality. The programmability will disambiguate by determining the total supply of money supply, having the awareness of money velocity (and understanding the vectoral demand), distribution mechanism, and governance structure. This in-builds the programmatic means to communicate transparency, security, and scalability.

This means that there can be X-border co-decision and co-creation of Monetary Policy establishment. This creates the ability to develop a transparent and rules-based monetary policy for the globally-shared system. the shared economy coalition will define mechanisms for issuing new electronic coins, controlling inflation, and maintaining price stability.

The X-border operations must also address a common platform for regulatory and legal considerations related to the world currency system, including compliance with anti-money laundering (AML) and know-your-customer (KYC) regulations, consumer protection laws, and tax implications. All regulators, policymakers, and legal experts must engage to navigate regulatory challenges and promote a supportive a global regulatory environment.

Companies can come together to work on technology to enable a dynamic governance model that allows stakeholders to participate in decision-making processes, such as protocol upgrades, parameter adjustments, and community initiatives. Use mechanisms can mean decentralized autonomous organizations (DAOs) or on-chain governance to facilitate transparent and democratic governance. The technology has to foster Interoperability with the existing financial systems and currencies to facilitate seamless integration and transition,, such as for cross-border payments, currency exchanges, and cross-network platforms.

Residents of the Oasis industrialized region would require various services, such as remittances, micropayments, crowdfunding, and with their new found financing, they may want to re-invest back to the project to create the compounding social impact investment, etc. A decentralized ledger technology can be used.

Support research and development initiatives to explore new applications of this project can also be funded putting more economy to the scheme.

As the economy is grown in the Oasis, it can expand its ascendancy and influence by promoting the adoption world wide among governments, businesses, financial institutions, and individuals. From the large scale production, payment platforms will evolve to facilitate global transactions and promote global usability. This will reach the tipping poiint of world-wide adoption.

The governments of the world must come together to terraform not just the physical terrain, but the global socio-political climate to create the virtuous cycle. Companies would come in to use this opportunity as a launch laboratory to create the New Era Economy, moving humanity 1 more step towards Type 1 human civilization on the Kardashev Scale.

The vision is clear. We must bring back the faith to humanity, and work hope forward.
