Policies MUST cover perspectives. Every resident of the ecosystem, not just the organization, has their own perspectives, and they need to be guarded and defended. We have to be hypercognizant of the security boundary. Clearly, not all targets are the same:
The art of deterrence rests on 3 basic facts about war and human nature: 1st, people are more likely to attack you if they see you as weak and vulnerable. 2nd, they cannot know for sure that you are weak. They depend on signs you give out, through your behaviors both present and past. 3rd, they are after easy victories — quick and bloodless. — 2007
You must also not know the real intent and design of the attack. Things often are not as simple as the surface it is presented or reported. You are likely not the main target, but the target practice before they re-group and re-gear for their actual game. You must know the attackers.
